I have the honor to notify you that the state of Israel has been proclaimed as an independent republic within the frontiers approved by the General Assembly of the United Nations in its resolution of November 29, 1947, [ref: UNGA Res. 181 -ed] and that a provisional government has been charged to assume the rights and duties of government for preserving law and order within the boundaries of Israel, for defending the state against external aggression, and for discharging the obligations of Israel to the other nations of the world in accordance with international law.

Russia 17 May 1948 Letter from Mr. Molotov stated: “Confirming receipt of your telegram of May 16, in which you inform the Government of the USSR of the proclamation, on the basis of the resolution of the United Nations Assembly of November 29, 1947, (UNGA Res. 181) of the creation in Palestine of the independent State of Israel and make request for the recognition of the State of Israel and its provisional government by the USSR.
